Analyses the economic, socio-cultural, and political factors that influence the HIV vulnerability of Asian migrant workers - especially female migrant workers - in Arab States. The study aims to aid the design of appropriate rights-based HIV prevention programmes. It also is intended to identify emerging challenges and trends in the response to HIV and migration issues in host countries, particularly in the area of human rights and public health.

To effectively address what this year’s World Disasters Report calls a long-term and complex disaster, HIV should be given much higher priority in disaster management programmes, whether in preparedness and risk reduction, or during emergency response and recovery. The Report highlights the need for humanitarian organisations to increase the scale and scope of programmes for HIV prevention, treatment and care, and for tackling the associated stigma and discrimination.

Begun in 2003 by the Bill & Melinda Gates Foundation, Avahan has been successfully built into a large-scale HIV intervention programme operating in six states in India, which have a combined population of 300 million people. Within these states, it provides prevention services to nearly 200,000 female sex workers, 60,000 high-risk men who have sex with men, and 20,000 injecting drug users, together with 5 million men at risk. A small number of inadequately treated MDR TB patients coinfected with HIV were found to be responsible for almost all TB transmission in this study. This highlights the importance of rapid TB drug-susceptibility testing to allow prompt initiation of effective treatment, and environmental control measures to reduce ongoing TB transmission in crowded health care settings.
